     Establishment:

                   The office of the Asst. Director of Mines & Geology, Jangaon was established with effect from 11-10-2016 at Room No.120,121, Integrated Social Welfare Boys Hostel, Dharmakancha, Jangaon pursuant to the Formation/Re-organization of the Districts, in Telangana State vide G.O.Ms.No.234, Revenue (DA-CMRF) Dept., Dt: 11.10.2016, G.O.Ms.No. 345, Ind. & Comm. (M.I) Dept.,

Basic Functions & Statistics of the Department:

            The Department of Mines & Geology is a promotional; mineral regulatory and mineral revenue collections wing of the State Government. The main functions & objectives include:

  1. Promotional
  2. Mineral Regulation and
  • Mineral Revenue Collections.

Promotional Activity:

            Geological & Mineral Investigations for identification of new deposits, evaluation of mineral resources in coordination with Geological Survey of India, Mineral Exploration Corporation, Telangana State Mineral Development Corporation etc.

The minerals are categorized into (2) categories:

  • Major Minerals which include Limestone, Manganese, Iron Ore, Bauxite and other major minerals. The Mining Leases for Major Minerals will be granted by the Government of India.
  • Minor Minerals include Black Granite, Color Granite, rough stone & road metal, gravel/morrum etc. Quarry Leases will be granted by State Govt.
  • The mineral resources available in Jangaon Dist are Minor Minerals viz., Black Granite, Color Granite, Rough Stone/Road Metal and there are no Major Minerals.

Regulatory Activity:

            The office of the Asst. Director of Mines & Geology, Jangaon District receives applications for quarry leases for (31) minerals & other minor minerals.

            The mineral concession applications for minor minerals shall be disposed as per Rule 12(2) & (3) of TGMMC Rules, 1966 by the Director of Mines & Geology/Deputy Director of Mines & Geology concerned in the order of preference with priority to Waddera Societies; Labour Contract Co-op. Societies; Govt. Depts; Unemployed with qualification in Geology/Geophysics /Mining Engineering.

            After receipt of the mineral concession applications, the same are referred to the Tahsildar (upto 15 Ha.)/Revenue Divisional Officer (15 to 30 Ha.)/Joint Collector (above 30 Ha.) and in case of pattaland to Tahsildar concerned (extent no limit) for report on category, classification & availability of land along with no objection certificate and specific recommendation with sketch. Accordingly, after survey & inspection quarry leases will be granted for 10/15/20 years and in case of default, the application will be rejected.

Mining and Minerals:

It is submitted that by virtue of Geological settings, Jangaon District is only having minor minerals i.e., Black granite, Color granite, Building Stone & Road Metal Out of existed 40 Quarry leases, only 24 quarry leases in working position and it is categorized as “C” Grade due low Mineral potentiality.

 Drainage Pattern & Sand information:

  1. In Jangaon District, there is no major rivers are flowing. Only small rivers and III order streams are observed viz Akkeru vagu, Pedda vagu, Thatikonda vagu, Chinnapendiyala vagu main tributary of Musi, Maneru Rivers. The details of the streams are given below.

  1. It is submitted that there is no authorized sand reaches in this office jurisdiction. Since the Jangaon District is under overexploited region in aspect of ground water level, sand extraction is not recommended by the join inspection team officers conducting feasibility studies. The District Level Sand Committee, Jangaon on 05-09-2017 had taken decision unanimously not to approve the sand de-casting permissions in patta lands.
  2. It is submitted that the erstwhile Executive engineer I&CADD Department Warangal District vide Lr.No. DB/HD/D/CAMP-1 dated:22.01.2013 the order of the stream have been assessed based on drainage pattern, nature of stream lets with the help of erstwhile Ground Water Dept. Warangal and survey of India Topo sheets in the Warangal District. Out of that they have identified stream orders, the following streams comes under in the jurisdiction of newly formed/Re-organized Jangaon District. The details of the streams are given below.

  1. It is submitted that there is no Sand reaches either De-casting or Desalting in Irrigation Tanks.
  2. Further it is submitted that the Government of Telangana vide GO Ms No:114 PR&RD (RD.I) DeptDt: 25-10-2018 issued notification of over exploited villages and imposed ban as per TGWALTA As per the above notification, ban imposed on following 82 villages of Jangaon District.

      As per the instructions of the District Collector and Chairman, District level sand committee Jangaon, have conducted Joint inspection on 05.05.2020, 06.05.2020, 07.05.2020 and 08.05.2020 to identify sand reach for local use of Lingala Ghanpur Mandal and Devaruppala Mandal. Feasibility studies have been taken up at various places in Yeswanthapur Vagu at different villages of the above Mandals.

                      It is submitted that, Yeswanthapur vagu is III order stream and present feasibility studies have been taken up in the downstream of Kolukonda village and the sand reaches covered are as follows.

1.Kolukonda, 2.Chowduru, 3.Ramboji Gudem, 4.Chinnamadur, 5.Peddamadur. 6.Kadavendi, 7.Seetharampuram, 8.Kamareddy Gudem, 9.Devaruppula.

Field observations:

                      The Joint inspection team proceeded and feasibility studies conducted in Kolukonda, Chowduru, RambojiGudem and Chinnamaduru villages of Devaruppula Mandal to identify the potential areas for sand extraction along the Yeswanthapur vagu. The stream width is less than 100 meters in the above said villages, further Kolukonda and  Chowduru villages are comes under over exploited villages category as per GO Ms No:114 PR&RD (RD-I) Dept Dt:25.10.2018. As per the field observations, sand thickness varies between 0.50m to 2.00m and an average 1.00m and all along the banks, irrigation wells are observed, hence it could not be found feasible for sand extraction.

Observation by Ground Water Department:

  1. The Measured ground water levels along the stream course and banks varies from 3.0m to 6.5m from Below ground level.
  2. Water levels of the wells deeper in sand extraction areas comparatively non-extraction areas.
  3. Large numbers of bore wells /dug wells /Filter points encounted along the stream for agriculture need.
  4. 4 Check dams are constructed across to the Yeswantapur Vagu for improvement of ground water, all the dams are dried up and there is no dead storage at the time of inspection.

      In respect of kadavendi,  Kamareddygudem, Peddamadur, Seetharampur and Devaruppula villages, irrigation open wells, bore wells and RWS wells are in proximity of the sand available areas, falling within the 250m radius, hence not feasible for sand extraction as per WALTA Rules 2004.

       However after detailed filed inspection, two locations in Peddamadur Village and one location in Seetharampur village of kadaventi revenue limits are found to be potential for sand extraction exclusive for local use but above three areas have been surrounded by irrigation open wells and bore wells. All the wells are within 500m radius and some very close in manner. 

TGWALT Act2004 and Other Rules:

  1. As per WALTA Rule no. 2 and 4, the sand mining shall not carried out within 500m distance of existing constructions such as bridges, railway track, Ground water extraction structures (Irrigation and drinking water wells).
  2. According to WALTA Rule no. 23)1B) width of the sand reach should be restricted to after leaving 1/5th of the stream width on either side of the banks.
  3. As per G.O.Ms.No.154, dated:15.11.2012 Industries & Commers (Mines-I) Department, rilen.9-C sand extraction shall not be permitted in over-exploited /notified areas except for local use in villages or towns bordering the stream for bonafide purposes other than commercial operation/public trading/stocking etc.

       In view of TWALT Rules, 2004 read with Rule 3 of TSSM Rules 2015, and the modal guidelines issued by the Govt. in Memo No. 1562/M.I(1)/2016-1, Dated: 17-03-2016, sand extraction is not feasible in the above mentioned villages except for local use in villages or towns bordering the stream for bonafide purposes other than commercial operation/public trading/stocking etc.
