Audit Department

Profile of State Audit Department:

                The State Audit Department (Formerly known as LOCAL FUND AUDIT DEPARTMENT) has been assigned the Audit on the Accounts of Rural & Urban Local Bodies and other institutions as per State Audit Act 1989 (Act 9 of 1989) and as per State Audit Rules framed there under in the year 2000.   This Department is functioning under the direct control of ‘Finance Department’, Government of Telangana.

Types of Audit conducting by State Audit Department at present:

  1. Pre-Audit: Before Expenditure incurredAt present conducted on the Accounts of Agricultural Market Committees.
  2. Concurrent Audit: Expenditure and Audit go on simultaneously: Conducted on the Accounts of Temples under Section 6 (a) of Hindu Religious and Charitable & Endowments Act 1985.  (For example ‘Yadadri’ Temple)
  3. Post-Audit: After Expenditure incurred: Annual Audit on the Accounts of the institutions like PRIs, Urban Local Bodies, Agricultural Market Committees, ZGS etc.,

 Auditing Process:

  1. Intimation to the Audit Institutions & Issue of Half Margin Letter for Records Production
  2. Conducting of Audit
  3. Pointing out procedural & financial irregularities
  4. Raising objections in the form of Paras
  5. Receiving replies from Executive Authorities
  6. Settlement of objections in the form of Dropping Paras / Recovery of Amounts
  7. Surcharging the Misappropriations and Frauds

Other Functions of the Department:

  1. Issue of Pension Verification Certificates to retired employees up to the cadre of Superintendents in PRIs, up to Head Constable in Police Department, Class –IV employees of Municipalities and other Departments.
  2. Preparation and submission Consolidated Audit and Review Audit Report for being placed on the table of State Legislative Assembly, Telangana.
